Eesti Vabaharidusliit – Estonian Non-formal Adult Education Association (ENAEA) is non-governmental, national umbrella organisation in the non-formal adult education field associating education-orientated NGOs (65 member organisations in 2019). ENAEA, the follower of the Estonian Union of Education (1924-1940), was re-established in 1994.
Legal status of ENAEA is non-profit, non-governmental organisation. ENAEA is legal entity.
The mission of the ENAEA
The mission of the Estonian Non-formal Adult Education Association as a civic association and nation-wide organization connecting educationally oriented non-governmental associations and adult training institutions is supporting and recognizing the educational aspirations of members on the level of state government and parliament and creating the informational environment necessary for a steady civil society.

Implementing this mission the ENAEA follows the next fundamental values:
– Life-long learning and every person’s active participation in his/her own community’s as well as in the state’s life as a whole is a necessary precondition and resource for development;
– Learning plays a key role in softening poverty, inequality and social stratification, but also in supporting democracy, creativity and economical development;According to the ENAEA’s standpoint, the life-long learning in Estonia has to guarantee taking into account the learners’ needs and participants’ active involving in study process and assure the accessibility of learning possibilities to all applicants.

The ENAEA aims at the following:

In conjunction with the first aim, to promote and appraise adult education, incl. non-formal education in Estonian society, the ENAEA set the following goals.
Goal 1:
Develop nation’s awareness of importance of the life long learning and start local and nation-wide discussions.
For gaining this goal ENAEA sets the following objectives:
– to develop ENAEA’s public relations’ strategy
– to publish an informational paper ENAEA Messenger (EVHL Teataja) at least 6 issues a year;
– spread the paper among local municipalities and possible sponsors;
– to invite the representatives of local municipalities to participate in activities of summer forest universities;
– to organize a conference dedicated to adult education within the general meeting taking place every spring;In conjunction with the second aim, participating in creating educational policy on local, regional and state level, ENAEA sets the following goal.

– to create a computer list
– to involve the help of the list members for suggestions for working out laws;
– to involve in law making process concerning our aims.In conjunction with the third aim promoting contacts between own members and similar organizations at home and in foreign countries, ENAEA sets the following goal.

– to create cooperation with Central, Southern and Eastern Europe’s adult education oriented organizations.In conjunction with the fourth aim to support own members’ activity, ENAEA sets the following goal.
To generate new and strengthen the existing relations between adult education organizations at home and in foreign countries.
For gaining this goal ENAEA sets the following objectives:
– to organize meetings of Estonian adult education oriented organizations twice a year in order to change information, introduce course of action and plans;
– to create cooperation with Central, Southern and Eastern Europe’s adult education oriented organizations.In conjunction with the fourth aim to support own members’ activity, ENAEA sets the following goal.
Goal 4:
To secure states aid to the spheres of non-formal adult education supporting on the achievements resulting from implementing the previous goals and to find supplementary alternatives as the states aid as well as project based aid.
For gaining this goal ENAEA sets the following objectives:
– To bring into effect a stable evaluation system of training centres receiving state’s support.
– To arrange project writing and project management trainings once a year for the members in regional training centres;
To secure states aid to the spheres of non-formal adult education supporting on the achievements resulting from implementing the previous goals and to find supplementary alternatives as the states aid as well as project based aid.
For gaining this goal ENAEA sets the following objectives:

Goal 5:
Generate structures for creating and supporting learning culture among the members of ENAEA.
For gaining this goal ENAEA sets the following objectives:
– to organize regular management and professional (adult and other) trainings for own members, NGO leaders, teachers;
– work out the training model of an adults’ teacher;
– to contribute to creating a training system for non-formal education teachers.

– to organize regular management and professional (adult and other) trainings for own members, NGO leaders, teachers;
– work out the training model of an adults’ teacher;
– to contribute to creating a training system for non-formal education teachers.
